Russia is employing hybrid tactics aimed at weakening the political cohesion and decision-making ability of NATO member states. The objective is to maintain a constant sense of uncertainty, gradually eroding NATO’s unity. If the alliance fails to respond, Russia is likely to escalate the intensity of these hybrid operations.
Moscow appears to believe it can pursue such activities without risking escalation or reprisals, and likely assumes that NATO countries are conducting similar actions against Russia.
Russia’s aggressive military maneuvers serve multiple purposes—testing NATO’s readiness, stirring unease among member states, and fueling concerns that the alliance may be on a path toward direct conflict with Russia.
In the coming years, it is highly likely that Russia will develop new tools and methods to increase pressure on Denmark. While Moscow currently seeks to avoid actions that would directly trigger NATO’s Article Five, it is very likely attempting to push the limits of what could provoke such a response through its hybrid campaigns.
